Restart 360 is a specialist organisation providing services for children and young people, parents and professionals who are dealing with, involved in, or on the edge of child criminal exploitation, serious youth violence, sexual exploitation, gang culture, county lines and modern slavery.

Restart 360 services has been developed by professionals from ex-Trident metropolitan police and social care child protection specialists, who collectively bring over sixty years of experience in safeguarding. We also have people with lived experiences in CCE and CSE on the team.

Our knowledge, information and intelligence on the current CCE climate, enable us to deliver bespoke education packages to professionals, parents/carers and young people themselves. This can be in the form of direct or virtual learning, through our specialist mentors – or providing you with a specialist crisis intervention care package when you are unable to meet your SEC 25 (CA) responsibilities.

Who we are

We are highly experienced former senior police officers and senior social workers with extensive experience spanning over 60 years in child protection and safeguarding. Having worked with hundreds of children & young people in London and the UK who are either on the edge or involved in child criminal exploitation, we have combined our expertise to develop prevention and intervention service packages for children & young people who may be exposed, groomed or recruited in child criminal exploitation.

We offer a three staged approach to safeguarding

  • Bespoke package of intervention for children & young people who are known for being targeted and groomed for CCE


  • Alternative to Section 25 Secure Accommodation services providing secure care packages for children and young people who are a victim or perpetrators of CCE Serious Youth Violence and Modern Slavery and may be at threat of ‘life threatening or life altering’ injuries

Our offer

  • A whole family approach to educate parents and carers in the signs and symptoms of county lines as a preventive strategy
  • A family network approach - developing a safety plan prevention strategy – in line with the contextual safeguarding model
  • Education packages to raise teacher’s awareness to the signs and symptoms of CCE (county lines) as a preventative strategy
  • Group or individual coaching and mentoring with young people who may be targeted or impacted by CCE
  • We are able to undertake specialist ‘ability to protect’ assessments for the courts addressing ‘safeguarding and protection’ re parents or carers, where child criminal exploitation, gang culture and county lines is evidenced in the family.
  • We are able to offer local authorities specialist risk assessments for child criminal exploitation, child sexual exploitation, serious youth violence, gang culture, county lines and modern slavery.

Lavinia Moore (Musters) is a Senior Social Work Consultant, Trainer and Coach with over 35 years’ experience in Child Protection and Safeguarding and a specialist in serious youth violence, child criminal & sexual exploitation, county lines, gangs and modern slavery, working in London for the past years managing front line services. Vinnie is an associate trainer for safeguarding and child protection with SCiE (Social Care institute for Excellence), and the chairperson of Parents Aid, a charity to support parents who have social care involvement.

Gary Anderson a former Chief Inspector with the Metropolitan Police, (Trident Central Gang Command) with a long and successful career. Leading youth diversion and engagement from gangs, including child criminal exploitation, CSE, knife and gun crime across London and the UK. Working as an advisor with the Home Office and Mopac on serious youth violence. Gary is an accomplished H/R professional, trainer & facilitator, coach & mentor. A highly regarded professional within his field. Gary is The Chair of Trustee's @ Arca Generation a youth engagement programme within deprived locations in London.
